Off takes are often conditional so no approval on ts own is no excuse.
In any regard after / if approval, capex funds sourcing and port access still remain unresolved as is the issue of managements compertance or capability so I am not sure offtakes will flood in as soon as approval is granted.
I'll be ecstatic though if I'm proven wrong.
