What you say is 100% true but aren't you forgetting something. Citic and Dr Hua have a good track record already in North Africa. Check his resume.IMO he will be seeking work with Citic again. Who would give VDM work? His wife of course...Nepotism is a game the whole family can play.
Not sure about Citic in South America yet but will do a bit more research.
