I view this as a good thing. The previous secretary was one of the overseers that allowed cash converters to get into the compliance mess that has plaqued them for the last few years.
So either he knew they weren't compliant and did nothing about it OR he did not know when it was his responsibility to know.
Either way it's better for him to retire.
