It matters not whether high or low THC , any crop grown for medical (since CBD can be extracted from hemp) must be grown under separate license i.e the hemp that is grown for food cannot be fully utilised. Anyone with a license to farm hemp for food cannot use or have that hemp used to extract CBD oil for medical.
