To your point and many others @chocbloc it seems additional rollout in China is reliant on the completion hainan (see below shot from the latest presentation.
I really hope management are doing all they can to ensure completion on this (despite being mere consultants) plant before the end of July - beating this target and updating on future projects here is the only thing that will guarantee option conversion and a SP moving north in the medium term...IMO the other "60-80%" doesn't mean much at this point...just my thoughts.
