I don't think you're crazy, only that you're interpretating a (deliberately?) ambiguous statement in an unduely optimistic way.
Has the management team's success in meeting project milestones to date justified you giving them the benefit of the doubt? If you think so-great. I'm not trying to be change anyone's mind.
In terms of the words you pasted. As an experiment let's recontexualise this and see how it reads:
"I am driving to the store and expect to arrive over the next 12-18 minutes"
Would a reasonable person interpret this to mean Im saying I may arrive in 1 or 5 minutes? Of course not.
