It must be in the definition of 'proper fact'? I always thought it was either a 'fact' or not.
But maybe a 'suitable' or 'appropriate', i.e. 'proper fact' is a bit like "specca'? That is to say, it's a made up term and has a definition known only to the writer? I don't know really.....your guess is as good as mine Bas.
