    yeah correct me if i'm wrong but i remember reading about fixed cost with Samuel after the last cost blowout .., now instead of sue them for damages on further delays costing PEN contracts , PEN is now paying them more $$$$ for more cost blowout and we got people here like Toilet Paper being happy & proud seeing these as a positive.
