Wow. Not a good start for the new CEO. I can't remember a time when PGC significantly missed guidance in the last 4 years, let alone managing to loose $5m on a $11m division. I also can't remember them releasing such a snaky announcement before. There's a lot of goodwill lost in that announcement that wont come back for quite a while.
Though I use T/A more than F/A, (because I'n not very good at it) I believe T/A is mostly a tool for detecting leaks, with a bit of human psychology thrown in between the major moves. The PGC chart has been shouting something like this should be expected for quite some time.
