Again your point confirms an alternative I've said in the past. If the submissions are fine and dandy, and the government are dragging their feet for this long, then the Co. aren't cluing up to what the government/officials require ($$). So in that case it would still be them dropping the ball. Others have also alluded to this and could very well be the case seeing as though you and your superior knowledge to everybody else can say with certainty the applications have been perfect from the start.
