But maybe you're suggesting AGY is the black sheep here - very well could be that it's not worth anyone's while to throw money at them yet until they can get the small (in the scheme of things) plant running at full capacity, along with permits for expansion.
I can tell you for certain that having permits for expansion at the ready years ago would have been a good draw card, whether or not it would have been the final piece that a partner is looking for - neither you or I will ever know.
