Not really mate. It indicates that AGY’s EIA application was lacking detail. The Salta Government have now requested that additional detail, and they’re waiting on AGY to provide it. You can’t blame the approver for asking for more detail if they receive an incomplete or ambiguous request. You blame the applicant, which in this case is AGY.
