As usual, you are missing the point again. Clearly production rates during batch commissioning are not the objective and not relevant as a result. Commissioning is not scaling as you point out but yours and others ignorance can be forgiven somewhat if you're not in a vaguely related industry (that would be if you listened to people more knowledgeable). Secondly, it is the Salta government causing the delay. They have all of the information they require but they need CLARIFICATION meaning they don't understand or don't know how to understand certain hydrogeological information. This is not all that surprising considering they are likely lowly paid bureaucrats that non scientific in their education. Fact over fiction in future please.
