No. If they’re seeking clarification, something wasn’t clear on the application. That could very well mean that information is missing, below the standard required, etc. Now the government is asking them to clarify by providing additional detail. You can blame the government all you like, but it’s JZ’s job to tailor the EIA to make it understandable to the approver.
