I dont think the $30m cash is actually free cash - you can transfer money pretty quick these days even to China. They will happily take your money, its sending it the other way that is hard.
So suggesting it is there for to be drawn on as required makes me think it 'needs' to be there. So if I was doing a valuation I would take most the cash out of this one.
