Where I think you may be getting confused is the the Device Browser App "DeB" (to be released in September) will initially have an English version and a Chinese version.

This is the same as I buy a book in my native language (say Harry Potter) it just makes it easier to read/operate for me than buying one in Latvian (which I don't speak) and having to learn how to speak Latvian before I can understand that I reading a book about a boy wizard.

So to be clear the app will come in different languages to suit the market it is being released in but it will not translate one spoken language into another.
