No my understanding is that TV2U may still be in development with one but this is why content acquisition has been such a big problem with Divan. Neither can supply a TQ to Vubiquity that passes the strict requirements under CENC and other standards at this stage to secure premium content.
Divan went to market outside TV2U to obtain a DRM earlier this year due to TV2U not being in a position to supply one that meets requirements so the quotes you link to appear aspirational rather than deliverable at this stage IMO.
