I think you are missing the point. No rail track for two months or more due earth quake or other event with a geared up mine work force and commitment to sales could spell commercial disaster. With a three month supply already at Lyttelton they are reducing the risk. How else could they get their coal to market if such an event were to occur?
The scientists are saying its better than 50/50 that it will occur in the next 40 years.
