At current mining/production rates cascavel would be a net loss maker - they’d save more money shutting it down - but then they’d lose their best carrot for drumming up more funds to pay back Cartesian.
Anglo isn’t remotely interested in cascavel and the debt burden isn’t worth paying out to get the other prospective ground. They’d be better waiting for administrators to come in and make offers for the leftovers.
