It looks like the capital raising is not for BPH but for Cortical Dynamics Ltd which is an investment (or subsidiary) of BPH. It looks like this round is at 10c with an IPO in the winds presumably at 20 giving a 2:1 uplift to investors in this round. Older BPH investors received a bonus distribution of Cortical shares a few years ago.
