This isn’t scare mongering. Comments that aren’t wildly positive or that don’t fit your personal narrative aren’t scare mongering.
It was always likely that there would be a cap raise shortly, and this presentation just re-affirms that.
If anything it’s nice of CAP to send a signal to the market like this - it lets anyone who wants out before a cap raise to exit now.
