Fair enough. Maybe they know that these changes are 100% independent of the etch fix. But they didn't know the modified etch process would affect the PCMO layer. Given how important fixing that is, I'd reduce any risk of the next fix going wrong by removing any variables and isolating the known problem. And given their track record recently, I'd lean towards the cautious side.
