Eastwest,
Disappointing yes, but I don’t believe that they have a choice, the risks of committing know just appear too high. And given that the prudent thing imho is to persue some resource expansion in order to improve the NPV.
Perhaps it doesn’t happen, but better than spending the capex then promptly mothballing it.
