Can't tell if you're being sarcastic or not about the Saudi Agreement but... it was always a MOU. And I can guarantee the MOU wasn't for the Saudis, it was for SRN to keep the villagers away from the pitch forks, at least until the next CR.
And it worked, people here were happy as punch to wave the MOU around like it means something and shout down anyone who dared say otherwise.
The situation now as I see it is that SRN are running out of money, need to do a CR so Vlad decided to inject some liquidity. Next CR will be to pay Vlad back and SRN will be back to square one, just in a more precarious position. Its a really tough spot to climb out from. From here there will be more and more complex financing deals which is the start of a death spiral.
