Totally agree on the investment decision being reliant on completion of the engineering plans. But it seems pretty clear to me that they're going slow with those plans though, because if they were to finish right now, they'd be highly unlikely to secure a funding deal to allow a FID, due to the state of the market.
So IMO it's not so much the engineering plans that they're waiting on, it's a sustainable recovery in the lithium market. The engineering plans just seem to be something to keep them looking busy while they await a recovery. Notably they were initially expected to take 3-6 months, and they're around the 18 month mark now IIRC.
