I'm pretty sure that's not what was said. He said they're conducting research. Setbacks are apart of the process. Success is not guaranteed. However, they do have a path forward. They're simultaneously working on improving their processes while platform lots are being manufactured. In the case of failure, those optimisations can be incorporated into the next round.
