    While it is not good for individual, but imagine this if people receive very large parcel they tend to dump it for quick proffit

    so overall it is good that "MANY" people receives rather then few people receiving very large parcels.

    Generally people wont dump the smaller parcels and keep it for longer

    Win win in longer run
