I understand why they are only buying at 1c but who is selling? It was 1.7-2c before the halt, why would a large cost cutting measure and the pursuit of research services revenue cause people who refused to sell at 1.7c to then sell for 1c? The dilution is not much more than 10%. It would make sense if there were some of the placement participants selling shares that they would be buying again at 1c.
