The 2 main hurdles here are completion of Tanzanian negotiations and BFS which should be done and dusted by end Feb.
Once the above are in place i would expect MOU for Off take and securing funding would be completed very quickly.
I would expect/hope that negotiations for Off take are at an advanced stage and merely waiting on confirmation of the above.
My bet still the U.K. or Europe.
