    Sounds like a good result for all concerned.
    The probable reason for the shortfall in take up is because of the large % of ineligible shareholders (who can't participate).
    I would hazard a guess that it is close to the 51% that didn't participate.
    Eligible shareholders seem to have got the additional shares they applied for.
