It means 90mil was fully underwritten… which means guaranteed 90mil incoming… if you don’t take up your offer of upto 30k (if eligible) … the brokers will.
It means the company is derisked during startup… but longer term holders are diluted significantly unless they buy on market to offset dilution at 13.5 or below
