Pretty sure it the same as a dividend record date. After any record date, shareholders are still eligible for corporate action benefits even if they sell the shares on the ex-date/record date.
BUT I'm now not sure now, if you buy shares today (the record date), that you are eligible for the Entitlement Offer.
