Called the PLS office to get a clearer picture. If you sell today you are still entitled to receive the offer as settlement of sale will register after close of 7pm today. If you buy today you will not be entitled to the offer as the registered purchase date will be after the 7pm close today.
Also the institutional buyers receive their entitlement purchsed offer on the 22nd December.
