Given the substantial production scrap volumes, you would either want to locate a battery recycling plant near battery plants to take advantage of production scrap batteries in addition to end of life batteries. You probably want to locate it somewhere with multiple 1-5 million or larger cities nearby so that there will be a nearby source of end-of-life battery material for the plant. I suspect you would also ideally want to locate the plant near to someone who would use the recycled graphite, cobalt, lithium, copper etc so a country building battery gigafactories.

A country with strong recycling requirements would likely aid the financials / potential to get investor and loan support for the project. My starting guess for a good location would be in Germany around the Rhine river and towards Belgium and the Netherlands. I'm sure that area will have nearby battery plants soon if it doesn't already. The Rhine would assist transport from other cities up/down river. There's a huge nearby population so as EV's start to become end of life, there would be lots of material to process. The site would then need the obvious industrial zonings...

Australia generally or Perth specifically score fairly poorly on the list of considerations above.
