I'd say so. Northern Ocean noted they are open to a short term gig prior to this one ann, but I can't see how WDS would have the permit, environmental clearance, etc in place before then.
In the meantime, it appears sources say the announced gig is with Chevron in our neighbouring block of PEL 90...
