Its distinguishing that its different to a Rights Issue. With a RI if you don't take up the rights, you will essentially sell your rights to the undertaker and will be paid for them. It also differentiates itself from an Option which can be tradeable on the ASX.
It essentially means that you either take up your entitlement offer, or nothing happens at all for you, just that you will own a little bit less of the company.
