They know their share holder register, and its a proportional cap raise. The reason the underwriters are there, and there is no 'top up' provision for retail holders, is that the underwriters are quite happy to absorb any retail shareholder shortfall.
Those retail investors who don't participate will enable the underwriters to increase their position.
