As a simple shareholder, I am not fully versed on salt production and pond engineering but ...
I would assume they do not want to keep refilling Pond 0 as, until they can pump to Pond 1, they would not want to make Pond 0 too salty. Short of running the pumps regularly to ensure they are well maintained, I would not want to keep filling and evaporating Pond 0.
As a simple shareholder, I am not fully versed on salt...
