Retail offering isn't to raise $ ... SPR can do that easily ... it is to forestall complaints about leaving out the small investors. Ideally you want less than 100% takeup so no one can complain later they weren't offered a fair go ... in this case while the offer was open holders could buy cheaper on the market so there can be literally no one who says I wanted more of those cheap shares and couldn't get them, even those who wanted more than 1:17.
