Google will tell you the rest of the story, but NBN had to postpone the additional FTTP connections (for people who were previously FTTN or FTTC), which customers had to pay for out of their pocket. The additional connections were put on hold from Feb-Apr onwards, and I think they have only been announced to have resumed just recently.
