It's pretty standard when a big project or big part of a business is sold they have to apply to the tax office for a ruling on tax treatment for a capital return. Then they can decide what to do with the capital once they have the ruling. Applying for a ruling usually takes at least a couple of months and then they might seek shareholder approval for the capital management plan.
Interesting that they are suspending the stock in the meantime.
