    I’d say owning and operating the 2nd biggest graphite mine in the world is way too big a task for VCR management so instead just raise enough to pay themselves into early next year when TO will occur. Not sure what shareholders will get in this deal but top 20 will be definitely over it and lost confidence not to agree to TO.
