The announcement of capital raising and SPP dated 20/2/12 stated this on page 2 of the announcement:-
"The SPP will be underwritten by Azure Capital"
So one of 2 situations has occured here.
1) Azure have not honoured their commitment, or
2) Noble has mislead shareholders with a statement which was not true.
