There's going to be a lot of disappointed punters who put in a request for $10k worth of shares, only to be scaled back to $500 worth of shares. They really do rely on the price itself falling towards the raise price, and given how much institutional demand there was for this, it's quite likely that the price will be back above $1 quite soon imo
