They should target both. Obviously, there are some efficiencies in greenfields developments, like maybe using 1 telehandler for multiple Hadrians or starting the next build in the middle of the day as soon as it has finished the previous.
But given that it is a mobile truck that can be driven back to base overnight, where it drives to (greenfields or infill) on any given day is largely inconsequential.
