DRX has probably done this as their negotiations with Mitsubishi have not secured access to the jetty. Without an export option the DRX assets are stranded and it would be hard for them to do a DFS, no export option no project.
MLM have an export option with their proposed jetty, hence this premature t/o offer before either company has any permits in place.
