This is something that does not even need to be the consequence of bad management or performance. At different stages of a company different skills are required, so changes in management always need to be considered. Exploration is different from negotiations, marketing and production. Necessarities should be discussed and considered, but it might actually very well be that we have already the riggt team and will just need some additional personal in the future if company expands and gets ready to production.
