If you believe that the ASX monitors the exact timing of when every junior mining companies make announcements, your assumption is not correct.
Labs keep records of dispatches but companies first need to plug their results into their modelling software, do analysis, make commentary on the results, plan future actions, etc. - so companies in effect have a flexible window between the time results are received from the labs and when the company actually releases results to the market.
So your assumption that companies can't intentionally withhold results is incorrect as if they ever questioned by the ASX (which rarely if ever happens in such scenarios) they can simply state that they were in the process of analysing and compiling their announcements.
Further, if you assume that directors don't try to time their announcements to be in the best interests of the company, then that's also a naive assumption.
