I think your 2 questions are valid.
On mobilisation. Management have already explained why they mobilised - essentially so they would right to start immediately upon completion of permitting. I think that's pretty straight forward isn't it? It's a play that's dragging further than they hoped but it's still strategically valid isn't it?
As to whereabouts of the water permit, have you actually gone to management with the question? If you want to use Hotcopper as the means of putting pressure on that question (and it's a valid question) then wouldn't the best approach be to go to management with the question and then post the response on HC?
