I don't assume that CQA used their own pre-existing funds. But it was CQA who decided to raise the funds. Having raised the funds, they became CQA's own.

Heaven knows who provided the funds and who did the DD. Do you know?

As for relative degrees of incompetence, how do we choose between CQA and P1? Good luck to P1 if it has decided to go it alone. I'll believe in that dream when they start running a revenue earning business
